House Speaker Nancy Pelosi has negotiated a deal on surprise billing legislation among the three House Committees with jurisdiction. The deal is directionally more friendly to providers, using IDR (independent dispute resolution) to resolve payment disputes between payers and providers, rather than a statutorily mandated benchmark rate.
