Health Care: Covid Stimulus and Reconciliation Paths

Covid-specific measures like more funding for vaccines could likely move in a bipartisan stimulus package, but Dems’ more ambitious health expansion ideas, including a COBRA subsidy, will most likely be reserved for budget reconciliation. The Senate is currently at a standstill due to the impasse over an organizing resolution. But with a bipartisan group of Senators pushing back on Biden’s proposed $1.9 trillion Covid relief package, it appears increasingly likely that Dems might pursue a two-pronged strategy: 1) a smaller, bipartisan package with targeted health care covid spending, and 2) a follow up budget reconciliation package with additional spending and more contentious items.
